Abstract:

Poverty has been and still is one of the major problems in the world. For more than a century, research has been conducted to understand this phenomenon and develop methods of measurement. In light of these studies, it becomes important to reduce the scale of poverty, as well as the related social exclusion. Therefore, it is important to identify this problem early. The idea of our research is to create an early warning system in the form of a barometer of poverty and social exclusion for territorial units. The barometer is to indicate changes in the wealth of the society in advance. It should be used for analysis, planning, and assessment of the situation in a given area. Our research aimed to construct a multidimensional barometer of poverty and social exclusion of the population. For the construction of the barometer, we proposed the technique for order of preference by similarity to an ideal solution with data winsorization. The proposed approach was used to construct a multidimensional barometer of poverty and social exclusion in the communes of the Mazowieckie Voivodship in 2012-2021. The research used data from the Local Data Bank of Statistics Poland. The barometer can help identify potential areas for intervention in the field of poverty and social exclusion, as well as shape social policy.
